9. APPROVAL OF THE DONATION TO SARASOTA HIGH SCHOOL BY THE SOFTBALL BOOSTER CLUB

Description
The Sarasota High School Softball Booster Club, a non-profit organization, have unanimously approved a resolution to provide capital improvements for the Sarasota High School softball program.  These improvements include the installation of a sink, hot water heater and associated electrical circuits which will allow the Booster Club to operate the concession stand in accordance with Sarasota County Health Department guidelines.

Recommendation

That the donation of the installation of a sink, hot water heater and related electrical improvements in the softball concession stand by the Sarasota High School Booster Club be approved as presented.

AGREEMENTS/CONTRACTS

10. HP CONSOLIDATION CLIENT INFRASTRUCTURE SUPPORT CONTRACT

Description
Support services contract to cover architecture design, implementation and training for a production pilot of an HP CCI solution.

Recommendation
That the Board approve CCI Solution Architect Services Contract for an amount not to exceed $31,000.
11. AGREEMENT BETWEEN THE STATE OF FLORIDA, DEPARTMENT OF HEALTH, MANATEE COUNTY HEALTH DEPARTMENT AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, THROUGH THE SARASOTA COUNTY TECHNICAL INSTITUTE

Description
The purpose of this agreement is to guide and direct a working relationship between the School Board of Sarasota County, Florida, through the Sarasota County Technical Institute and the State of Florida, Department of Health and the Manatee County Health Department for the provision of learning opportunities for health care profession students.  

Recommendation
That the agreement between the State of Florida, Department of Health, Manatee County Health Department and the School Board of Sarasota County, Florida, through the Sarasota County Technical Institute be approved.

12. AGREEMENT 06-24 BETWEEN SUNCOAST WORKFORCE BOARD, INC. AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, CONSTRUCTION TECHNOLOGY CAREERS INITIATIVE PREAPPRENTICESHIP PARTNERSHIP

Description

The purpose of this agreement is to delineate the relationship and responsibilities shared by Suncoast Workforce Board and the Sarasota County School Board regarding workforce development services provided to youth under the Construction Technology Careers Initiative Preapprenticeship Partnership.  Under this partnership, the Construction Technology Careers Coordinator provides specific services to youth at schools in Sarasota County, working in partnership with instructors and appropriate School Board Sarasota County representatives.



Recommendation
That the agreement 06-24 between Suncoast Workforce Board, Inc. and the School Board of Sarasota County Construction Technology Careers Initiative Preapprenticeship Partnership be approved.

13. APPROVAL OF AGREEMENT BETWEEN THE HOPE FOUNDATION AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, FOR CO-SPONSORING A LEADERSHIP SUMMIT FOR TRAINING LEADERSHIP TEAMS ON MAY 23, 24, 25, 2007 AT HERON CREEK MIDDLE SCHOOL

Description
Sarasota County will partner with the Hope Foundation and Bank of America to host a leadership summit on May 23, 24, 25, 2007, at Heron Creek Middle School.  The Hope Foundation agrees to provide national speakers and take responsibility for marketing, audio, video, technology equipment as well as the printed materials.  Sarasota is responsible for the food and site arrangements.  Registration fees will be offered to Sarasota County teachers at a reduced rate of $250.00 per registration.  Title II funds ($34,500) and grant funding from Bank of America ($25,000), will cover registration for leadership teams from each school, approximately 250 attendees.  The Summit will be open to other teachers outside the school district at the full registration fee and the Hope Foundation agrees to pay the School Board of Sarasota County $30.00 for each registered person from outside our district.

Recommendation

That the contract between The Hope Foundation and the School Board of Sarasota County be approved.

14. APPROVAL OF CONTRACT FOR PROFESSIONAL DEVELOPMENT WITH LOGICAL CHOICE, INC.

Description
The district is beginning a districtwide initiative to install a projector with “ActivBoard +2” resource in every instructional classroom at all schools within a twelve month period.  This contract will provide professional development services to all Phase I educators of the project. Members of this phase include 35% of the teachers at every school.  Training will include (2) half-day sessions. All training will be small group, curriculum content focused, hands-on and held at the site. Training for staff will be coordinated by the Office of Instructional Technology and the schools Instructional Technology coach. Funds for this purchase are contained in the Instructional Technology Operational Budget.

Recommendation

That the contract for professional development services between Logical Choice, Inc. and the School Board of Sarasota County be approved as presented.

15. APPROVAL OF AGREEMENT BETWEEN KAGAN PROFESSIONAL DEVELOPMENT AND SCHOOL BOARD OF SARASOTA COUNTY, FL

Description

Kagan Cooperative Learning for Administrators.  The objective of the one day training is to familiarize administrators with the research-proven structures of Kagan Cooperative Learning so they can recognize activities during classroom walk throughs and have meaningful discussions with their staff.

Kagan will provide consulting services, flyers, and event materials for Kagan Cooperative Learning for Administrators.     



Recommendation
That the agreement between the School Board of Sarasota County and Kagan Professional Development be approved as presented.
GRANTS

16. APPROVAL OF THE COMPUTER TECHNOLOGY GRANT APPLICATION TO THE FLORIDA DEPARTMENT OF EDUCATION FOR VENICE HIGH SCHOOL

Description
CONTINUATION: Additional grant funds were awarded to mentor with John I. Leonard High School, Palm Beach County School District.

Recommendation
That the School Board of Sarasota County approve the Computer Technology Academy grant application, Innovation Fair Matchmaker Grant Program.
17. APPROVAL OF THE ENGINEERING TECHNOLOGY ACADEMY GRANT APPLICATION TO THE FLORIDA DEPARTMENT OF EDUCATION FOR VENICE HIGH SCHOOL

Description
CONTINUATION: Additional grant funds were awarded to mentor with Deland High School, Volusia County School District.

Recommendation
That the School Board of Sarasota County approve the Engineering Technology Academy grant application, Innovation Fair Matchmaker Grant Program.
18. APPROVAL OF THE VENICE HIGH SCHOOL WEEDING GRANT TO THE KATHLEEN K. CATLIN FUND OF THE COMMUNITY FOUNDATION OF SARASOTA COUNTY

Description
COMPETITIVE: Grant funds will be used to replace materials weeded from the media center collection because of age, inaccuracy or damage.

Recommendation
That the School Board of Sarasota County approve the Venice High School Weeding Grant.
19. APPROVAL OF THE APPLICATION FOR DRIVER EDUCATION ENHANCEMENT FUNDS TO PROVIDE COLLISION AVOIDANCE TRAINING TO APPROXIMATELY 100 SARASOTA COUNTY HIGH SCHOOL STUDENTS

Description
Pursuant to Section 318.1215, Florida Statutes and Section 122-35 of the Sarasota County Code, a $3.00 surcharge has been added to each civil traffic penalty in Sarasota County to enhance the funding of driver education programs in public and nonpublic schools located in Sarasota County.  The funds requested will provide collision avoidance training to approximately 100 high school students to teach them defensive driving techniques.  The training will be provided by six instructors from the Sarasota County Sheriff's Department throughout the 2006-2007 school year.

Recommendation
That the application for driver education enhancement funds to provide collision avoidance training to approximately 100 Sarasota County high school students be approved.
20. APPROVAL OF THE APPLICATION FOR DRIVER EDUCATION ENHANCEMENT FUNDS TO PROVIDE DRIVER EDUCATION TRAINING DURING SUMMER 2007

Description

FIELD TRIPS

21. APPROVAL OF THE SARASOTA HIGH SCHOOL FIELD TRIP TO NEW YORK CITY, NEW YORK, ON FEBRUARY 16, 2007 THROUGH FEBRUARY 19, 2007

Description
The theatre students will be able to see and tour the heart of the New York City district.  Students will be engaged in three theatre workshops including a business class, musical theatre and an audition workshop taught by professional actors and directors.

Recommendation

That the Sarasota High School field trip to New York City, New York, on February 16, 2007 through February 19, 2007, be approved.

EXPULSIONS

22. EXPULSION CASE NO. 07-003

Description
School Board Policy 5.34 (4), permits the Board to hold in abeyance the expulsion of a student if the student participates in a recognized alternative-to-expulsion program.  This student is being placed on a Deferred Expulsion at Brentwood Elementary School.

Recommendation
That Expulsion Case No. 07-003, be held in abeyance per School Board Policy 5.34.

23. EXPULSION CASE NO. 07-004

Description

The student listed in Expulsion Case No. 07-004, is in violation of an accepted Expulsion Settlement Agreement for an alternative school placement.  On June 23, 2006, the student listed in Expulsion Case No. 07-019, violated School Board Policy 5.34 (1)(e), disruption to campus.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until July 12, 2007.

 



Recommendation
That in accordance with provisions of Sections 1006.07 (1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 07-004, to expel the student referenced therein from the Sarasota County Schools be approved effective immediately for the remainder of the 2006-2007 academic year, the 2007 summer session until July 12 of the 2007-2008 academic year.

24. EXPULSION CASE NO. 07-019

Description

The student listed in Expulsion Case No. 07-019, is in violation of an accepted Expulsion Settlement Agreement for an alternative school placement.  On August 17, 2006, the student listed in Expulsion Case No. 07-019, violated School Board Policy 5.34 (1)(d), Theft.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until May 30, 2007.

 



Recommendation

That in accordance with provisions of Sections 1006.07 (1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 07-019, to expel the student referenced therein from the Sarasota County Schools be approved effective immediately for the remainder of the 2006-2007 academic year.

25. EXPULSION CASE NO. 07-032

Description
The student listed in Expulsion Case No. 07-032, is in violation of an accepted Expulsion Settlement Agreement for an alternative school placement.  On August 29, 2006, the student listed in Expulsion Case No. 07-032, violated School Board Policy 5.32, Zero tolerance and 5.322, Prohibition Against Use, Sale or Possession of Alcohol or Drugs.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until September 14 of the 2007-2008 academic year.

Recommendation

That in accordance with provisions of Sections 1006.07 (1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 07-032, to expel the student referenced therein from the Sarasota County Schools be approved effective immediately for the remainder of the 2006-2007 academic year, the 2007 summer session, until September 14 of the 2007-2008 academic year.

Description

MATERIALS MANAGEMENT

27. APPROVAL OF CLASSIFICATION OF INOPERATIVE EQUIPMENT AND FURNITURE AS PROPERTY TO BE DELETED

Description

The custodians of the property (cost center heads) have certified it to be traded in on new equipment, unaccounted for, not repairable or otherwise inoperable.  Property still on hand after reallocation will be salvaged for any useful parts and then sold at the next auction.



Recommendation
That the classification of inoperative equipment and furniture, as property to be deleted, be approved.

28. APPROVAL TO AWARD BID #7037 FOR ELEVATOR MAINTENANCE AND SERVICES

Description
Bids to provide 'Elevator Maintenance and Services' were received from four vendors on October 31, 2006.  The bid of General Elevator Sales and Service, Inc., was the best low bid meeting the advertised specifications.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the capital budget allocated to the Facilities Services Department.

Recommendation
That the bid of General Elevator Sales and Service, Inc., to provide 'Elevator Maintenance and Services' in an amount not to exceed $45,000.00, be approved for award and purchase.

Description
Bids to provide 'Field Marking Paint' were received from six vendors on October 25, 2006.  The bid of Venice Paint and Wallpaper was the best low bid meeting the advertised specifications based on a scenario.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the capital budget allocated to the Facilities Services Department.

30. APPROVAL TO RE-AWARD BID #6137 FOR CONCRETE SERVICES

Description
The Facilities Services Department requests permission to re-award the Concrete Services bid to C-Squared Certified General Contractor, Gordon J. Hornikel Concrete, Inc., and Superior Concrete Construction.  The bid was originally awarded on April 4, 2006, to L&L Site Services, LLC, Gordon J. Hornikel Concrete, Inc., and Superior Concrete Construction.  The award to L&L Site Services, LLC, is being terminated for failure to meet the bid specifications regarding insurance requirements and communication.

Recommendation
That the bid of L&L Site Services, LLC, to provide 'Concrete Services' be terminated and that the bid be re-awarded to C-Squared Certified General Contractor, Gordon J. Hornikel Concrete, Inc., and Superior Concrete Construction.

Description
Bids to provide 'Office and Classroom Supplies - Warehouse' were received from 17 vendors on October 11, 2006.  The bids of AFP Industries, Inc., Apex Office Products, Inc., ETA Cuisenaire, Grainger, MSC Industrial Supply, National Art & School Supplies, OfficeMax, Inc., Pyramid School Products, Smith Office & Computer Supply, and Standard Stationery Supply were the best low bids meeting the advertised specifications.  Reasons for not selecting the apparent low bid are included with the bid tabulation.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The items will be requisitioned by all schools and departments through the Purchasing Warehouse.  Funds for these purchases are contained in the operating budgets of the individual cost centers.

Recommendation

39. APPROVAL OF CONTRACTS WITH THE THREE (3) TOP-RANKED FIRMS FOR GEOTECHNICAL TESTING AND MATERIALS TESTING, OR ANY PART THEREOF, AND THRESHOLD BUILDING INSPECTION SERVICES FOR A THREE (3)-YEAR PERIOD

Description
The scope shall include geotechnical testing and materials testing, or any part thereof, and threshold building inspection services for the School Board of Sarasota County for a period of three (3) years.  On 11/8/2006 (Item #27), the Board authorized negotiations with the three (3) top-ranked firms.  On 11/10/2006, the Director of Construction Services and two (2) members of the Professional Services Selection Committee met with representatives of [1] Ardaman & Associates, Inc., [2] Professional Service Industries, Inc., and [3] Universal Engineering Sciences, Inc. and successfully negotiated individual contracts.  These contracts have been approved by the School Board attorney and are available for review at the Construction Services Department.  The estimated cost for these services for the three (3)-year period is $300,000.00.  Funds for these services are available through individual project accounts.

Recommendation
That the contracts with the three (3) top-ranked firms for Geotechnical Testing and Materials Testing, or any part thereof, and Threshold Building Inspection Services for a three (3)-year period be approved as presented.
40. APPROVAL AND/OR RATIFICATION OF CONSTRUCTION SERVICES CHANGE ORDER (S)

Description

41. APPROVAL OF BOARD CERTIFICATION FOR 2006-2007 CLASSROOMS FOR KIDS PROGRAM

Description
The State of Florida Classrooms for Kids allocation to the School Board of Sarasota County is $16,007,780, and the "Board Certification for 2006-2007 Classrooms for Kids Program" must be approved by the School Board in order for the school district to participate in the program.  The funds will be spent on the new North Port Middle School, which is designated "EE" by the State of Florida.

42. APPROVAL OF THE NEW JOB DESCRIPTION FOR TECHNICIAN, RESEARCH AND STATISTICS

Description
The filling of the position of Technician, Research and Statistics replaces the position of Program Specialist for Assessment.

43. APPROVAL TO PURCHASE TECHNOLOGY EQUIPMENT

Description

The Technology and Information Services Department and the Shared Professional Services Department request permission to purchase ActivBoard+2 equipment from Logical Choice Technologies, Inc.  The contract and pricing for these services will be effective from date of award until December 31, 2007, for a minimum purchase volume of 2,600 units and a maximum volume of 3,300 units.  The project allows for an ActivBoard and projector for each instructional classroom and installation will be completed over a two year period.  Phase I of the project will allow for installation of 1,052 units in 35% of the classrooms for a cost of $4,073,600.00.  The potential total contract cost is a minimum of $10,400,000.00 to a maximum of $13,200,000.00.  The equipment is contained on the District's 'Audio Visual and Video Equipment' bid. Staff training will be coordinated by the Office of Instructional Technology and the Professional Development Department.  The funds for these purchases are contained in the capital budget allocated to the Technology and Information Services Department.

45. APPROVAL OF THE INSTRUCTIONAL AND CLASSIFIED BARGAINING AGREEMENTS AND 2006-2007 SALARY SCHEDULES

Description

Bargaining teams for the School Board and SC/TA reached tentative agreement on these proposed changes to contract language and salary earlier this month.  The memberships of the Association are in the process of ratifying the proposed agreements now.

The proposed salary schedules for 2006-2007 reflect a 5.25% across-the-board increase for Board appointed staff, funded in part with voted referendum funds.  One half of this increase will be automatically removed from the salary schedules in the event the referendum is not continued beyond 2010.  The parties have also agreed to increase the pay component of School Improvement Activities from 2% to 3.25%.

 



Recommendation

#45-That the changes in language of both the Instructional Collective Bargaining Agreement and the Classified Collective Bargaining Agreement with the Sarasota Classified/Teachers Association, as displayed in the enclosure, and the following salary schedules, be approved as presented.  Language changes will be effective upon ratification of the contracts by the SC/TA membership and salary schedules for appointed staff will be effective July 1, 2006:

Instructional and Classified salary schedules
Non-Bargaining Unit Employees salary schedules
Vocational/Adult and Community Education Salary schedules (effective January 1, 2007)
Temporary/Substitute salary schedules (effective January 1, 2007)
Administrative salary schedules
